“The more I thought about this distributed reliability problem, the more I realized that a fundamental obstacle to successful management of these reliability resources on a private level was going to be the separation of ownership and control.”

 

“Our prior regulatory constructs might need to be amended to accommodate energy storage.  We have divided our regulatory world into roles, and now we have this resource that can play in multiple spaces.”

Amy L. Stein is a Professor of Law at the University of Florida Levin College of Law, nationally recognized for her research on energy policy, particularly with respect to federalism, the regulatory process, and administrative law. Prior to her academic appointments, Prof. Stein practiced as an environmental and litigation associate for Latham & Watkins LLP in the firm’s Washington, D.C., and Silicon Valley offices. She is a graduate of the University of Chicago (AB) and the University of Chicago Law School (JD).
